Tender compliance checklist before bid submission
Use this practical checklist for RFP, RFQ, ITB, EOI and other procurement submissions. It is designed to help contractors and suppliers catch avoidable document and compliance gaps before the deadline.
Confirm that the bidder can qualify
Legal eligibility
Check registration, licenses, permits, sanctions/exclusion requirements and any country restrictions stated in the procurement documents.
Experience & references
Confirm required years of experience, similar contracts, reference letters and evidence of completed work.
Financial criteria
Check turnover, financial statements, bank references, credit requirements or other financial thresholds.
Build a complete document list
Mark every mandatory form, declaration, certificate, attachment and supporting document. Note whether originals, notarization, translation, legalization or specific templates are required.
Check commercial submission conditions
Bid bond / security
Confirm the amount, currency, wording, issuing bank or insurer, validity period and delivery format if a guarantee is required.
Offer validity
Verify the minimum validity period and make sure pricing, letters and guarantees use compatible dates.
Pricing forms
Check currencies, taxes, unit prices, totals, arithmetic and whether alternative pricing is permitted.
Map the response to the buyer's requirements
Use a requirements matrix where possible. Each mandatory specification should point to the exact section, drawing, datasheet, certificate or narrative that demonstrates compliance.
Confirm that nothing changed after the original notice
Review all amendments, corrigenda, buyer Q&A and clarification notices. Make sure revised deadlines, quantities, specifications and forms are reflected in the final submission.
Check the package exactly as the buyer will receive it
